On Wikia, it's a global policy to not protect any page unless really needed. It also say to not protect the main page just because it's the main page.

Thank you for pointing that out. The two homeless wikis (sfhomeless and lahomeless) are an experimental wiki project where we hope to engage the contributions of governments and those who are especially cautious about their public image and false information posted that they are in charge of. The management at Wikia are aware of that and are giving us leeway in trying to attract users in government and elsewhere. The main page, the about page, and future government pages will likely be protected. We hope one day to have a large user community that will be able to watch and correct changes very fast, and then we might be able to release the protection.

See, you just said it yourself. You have no users. So, protection is not needed.
I'm also sysop of a few wikis on Wikia and the the only thing that we protect is license text and highly used templates.
What i'm trying to say is that you are seen this problem the wrong way; protection of the main page will only be needed if a lot of users (that word include anons) would come to this wiki. Not the other way around.

The LAHomeless wiki hasn't been publicized yet, and we are planning something for August, like a press release and promotion to LA stakeholders. If we don't get users after that, then I would start to be worried.  :) Again, I want to stress how this wiki concept is a prototype where the information being supported is currently, in other models, handled by the government and high profile non-profits. It's an ambitious goal that will revolutionize this area of information management, and we need to administratively control some of the features while we test it out. Thanks!
